He is a distance enemy. You just run away from the sound not listen more to it. Distance = life. That’s it. I’ve scanned him but died. Only appears once he is in range. Moves like old bird

You can hear the barber's movements (snare drum followed by a horn), but it's invisible until it's just a feet few away from you
