Happens to me, too. I usually keep searching down the lobby list until I find an open game.
With that said, make sure that your internet connection is stable, since janky ones may affect your ability to connect to lobbies.
Hosting a public lobby yourself might also be a solution; you could even set a title for it, such as "New save", or "Interns welcome", for example.
It's not big to host. And everyone will take over in the end anyways. The only true job of the host is you have to 'land' the ship for the first time (go over to the lever and hold E when it prompts to land it). Other than that there isn't too much responsibility for the host.
You go to the computer, follow prompts. Moons is to look at which planet. If there is something (in these) that's a planet with weather making it harder. You type which planet and the c, hit enter. There is other things like 'store' to buy items but you start off with very little. And 'view monitor' is helpful when you are a little more seasoned and can ship mom or assist w/ turrets and mines.
