There's literally a guy making a series of videos on how to deal with most/all enemies. I just saw two of them the other day, one for the eyeless dog. And the other for braken if I'm not mistaken.

To more directly answer your question, that's really up to you and your team. If you don't intend to fight them, and would rather run, then a shovel is a waste. But I believe most are killable. So the choice is up to your team. I personally wouldn't get one for the lowest difficulty moon. But I'm also a chicken. So I don't really have any plans on fighting any of them anyways.

I think you should get a shovel if you are going to the second tier moons (offense and march) as those moons have higher spawn rates of lethal enemies. If you are with a team and someone is a fighter, absolutely. Otherwise, I think it is safer to stick to the flashlight and looting
