Cant possibly compare that, arachnophobia is something that probably took a few minutes to implement, very simple model swap, optimization though is something that usually doesnt happen until the END of the development cycle.
Until all the core mechanics and content has been added, there is literally no point in optimizing. That's one of the last things you do.
@OP Pretty sure the HD mod allows you to change the resolution to native 1080p (and higher).

since i play modded i run the game from desktop mode (and r2 appimg).
switching resolution to windowed fullscreen in LC settings helps A TON.
This didn't do anything when I tried it a while ago
And this also did nothing
Can you find out what setting wound up working for you? my friend is trying to play on her steam deck and the qualities so bad she cant even read the text in menus.

I just tried every option like borderless, maximised window and so on. I can check later what works for me.
I had the same issues (jagged edges, unreadable text) - I changed my resolution to 1280x800 and it fixed the resolution issues for me!

* Change the mode to "windowed" (not windowd fullscreen)
* Right-click on the window title bar and select fullscreen
* If a dialog appears, check "do not show again" and ok. You'll need to do the previous step again
The solution: Disable shading with half resolution in the steam deck power settings.
This worked for me!
