Who is billy?

Was playing on March with my buds and they were checking for my body after I died and saw this "player" on the console called Billy. He appeared to just be standing in what seemed to be a corner of the outside region. They tried to teleport him but nobody appeared. Is this something added by more company? Since that is literally the only mod we use besides BepinEx.
