This is the answer.
With r2modman, you can create a mod list, configure that mod list with the built in configure editor, then export that mod list as a single file for others to import, and it will automatically download all the same mods and copy over all the same configs that you have set, so everyone is playing with the same mods and the exact same configurations for those mods.
For most mods, everyone is required to have the exact same mods on the exact same version and ideally with the exact same configs. You cannot do that with publics. Nobody knows what mods you have, and even the CompatibilityChecker requires both the host and client to have it installed to work.
