The higher quotas force you to take on more difficult moons though.
Example, early on, the quota starts at 130.
You can get that after a single day spent on Experimentation (the easiest planet, arguably).
At the end of the week, you sell and if you meet quota, it gets higher.
Eventually, the easier moons aren't viable for making it far anymore, you have to do other moons like March and Offense. And eventually, even that wont be good enough, you will need to spend money for the Tier 3 moons (Dine, Rend, Titan) to make some big money.
The problem? Higher Tier moons spawn more enemies, and there are some enemies exclusive to the Tier 3 moons. It's less about it progressively getting more difficult, it's more about "Okay, how high of a quota can I actually reach?".

Difficulty is all based off of the location you visit, with harder moons spawning with more loot.
