Why isn't this game going on sale?

Waiting for winter sale to buy it for me and friend. I'm sure the total revenue from people buying discounted would far surpass the 20% discount.

The agreement part about saying how piracy seems to be the only way gives the implication that you would do it, I'm just pointing this out because it would be the reason why you've got people frustrated.

Legally? No. You should pay for content that you enjoy so the creator can make more, or just to show your appreciation for their work.
But I wont fault anyone for doing so if they can't afford it aka teens, brokies, third world (most of the world).

Actually, you can backup your own games per steam TOS. Otherwise they wouldnt ya know, have that feature in steam?

You just cant use anothers game to bypass purchase.

Huh, did not know they were so gracious as to allow you to back up the games you paid for. Damn, and steam is still lightyears ahead of the competition.
Anyway you still can not make an exact copy even if you buy it, which you implied at the start.
