you could also go to settings then go to apps and unistall it from there cause that also fully wipes it, steam usually keeps some games folders to save unique data so thats why you would still have left over mod files if you did. Other than that if the lobbies you see when you look at them if they're not labeled with "[BL]" then you don't have the mods in your files most likely. Vanilla wise the reason no one would join you is because the game is really popular and the odds of getting someone in your lobby with it being 1/4th full is very unlikely unless you have friends in with you.
using the thunderstore app on overwolf also just solves all that problem, it gives you the freedom of playing with what mods you want playing modded or vanilla.
