In-game Store rotations/sales

Can anyone confirm when the in-game terminal store rotates is sales and items? I can't seem to figure its consistency out.

I know the decoration items, 2 will change each quota. But the sales on the utility items (flashlights etc) don't always change on the quota or daily.

Unless I have misread or misrecorded the changes in someway or it's bugged a little bit.

"Item sales are re-rolled every day."
I suppose that explains why they feel so unpredictable? Just a high chance not to be on sale every day?
