When it's used in this manner, the timer literally doesn't matter - unless people can't do jumps and in such situation you point at them while laughing.
Using it for jumps inside facilities here and there is a waste. The only times where it's really useful is for when a pickle jar spawns near the ceiling on that two story tall room with the rectangular pit

or when the largest processing room has something spawn under the concrete stairs near the chute area both cases are way too rare and thus make hauling a 60 credit ladder an extreme risk.
You can reliably make jumps across the beam pits with everything besides a cash register/gold bar/the yield sign that's made from depleted uranium and is painted with literal yellowcake.
I tried using outdoors to haul loot also but the timer is also a problem late at night when there are monsters outside. I cant go outside and deploy the ladder if there are dogs or giants nearby. If it didnt have the timer it would be more useful outdoors and it would be a reasonable item to brind indoors to make jump areas saver, faster and possible to haul loot when you are heavy.
