t2 --> monsters can spawn outside after 2 PM, mostly after 5-6 PM
T3 --> monsters can spawn outside after 1 PM, mostly after 3 PM
You can take a look at the spawn rates and what creatures can spawn on a moon in this guide here[esportsrambles.com]. Remember that the ghost girl and jester are rare spawns on T1/T2 moons excluding the normal spawn rate.

I am not sure, as thoses numbers are not data mined. they are just reporting what in noticed after 70+ hours of playing the game. maybe they spawn after 4, but I didn't encounter one, while at 5 I definitely had a few encounters with monsters outside.
Tier 3 Moons have 2 additional monsters that only appear on those.
Bee Hives cannot spawn on Tier 3 Moons.
Everything else can spawn everywhere.
There are different spawn rates for every monster on each moon, I think only 2 of the moons have every enemy
I've got killed by dogs at 2 PM on offense, never before. So I guess they start to spawn at 2PM, but the more time is spend, the more "spawn checks" the game does, so mathematically means more monsters roaming around (don't forget worms are invisible until they are below you.) Of course you can be lucky and the game failled most of their spawn checks, and the outside is still quite safe by 7 PM on Offence for exemple. But in most case, it won't be.
I know of the different spawn rates, but I have seen Giants on Snow and Desert Moons, and Eyeless Doggos seem generally omnipresent, spawning on all Tiers and all "biomes" from what I saw. Even the worm can spawn on both forest and snow areas.
Maybe the Baboon Hawks are rarer, but the eyeless doggos and giants seem to be able to spawn anywhere. Similar with Indoor Threats, anything is possible with the exception of the two Tier 3 specific enemies.
