Sometimes i hear whispering, and crying baby especially indoors. It freaked me out when i hear the baby sound, but i decide to keep looting eventually.

The whispered "hey" and such are usually ambiance, but you should always take it seriously. If more than one person hears it, you can confirm it's ambiance and most likely not a threat. If only one person has heard it though, then either the others have not heard it, or it is a undocumented threat and you should start running.

I think its the spirits, makes me jumpy all the time. The ♥♥♥♥ s known to giggle to get attention. I'm not sure how its targeting works, but perhaps it target the most paranoid player first, maybe. There has to be a way of knowing who and how it will target people.

Walking far away from other players increase your "insanity", while being near an talking player lower it.

With high insanity value, the games become creepier. You'll hear creepy music and sounds, the famous voices 'hey", laughs, cries... and so on. Nothing to be scared of though. If you go lone explorer while your friends are away, you'll basically hear it all the time.

Being insane, however, increase your chance to be stalked by the ghost in T3 moons. It can appears in lower moons, but it is very uncommon.

i was on a solo game and heard a baby crying right around a corner. i turned around and jumped off the railing

There's lots of "fake" sounds when inside the facility. Metal sounds, Croaking, Bug sounds and that very out of place female "Hey".

The only "real" sounds are enemy made. vent crawling and opening and the Ghost Girl audio (Blurred audio+Raspy breathing, laughs and bells). And ofc player made sounds like that hair blower, loudest sound in the game.
