His internet is perfectly fine, 400mbps download and 50mbps upload. No vpn. We found a work around. For some reason he rubber bands and freezes in my lobbies, but not my other friend so he just hosts the games. But whats weird is that for my other friends and randoms my lobbies works perfectly fine.
Try turning off v-sync in the settings, thats what worked for me
If you do both of those tests then that pretty much eliminates network issues. Like another suggested it could be Vsync. IDK how the server/client works so maybe all or none should be using vsync. If you want vsync on, turn it off in all games and ON in nvidia control panel or whatever AMD settings there are. There are different versions of Vsync and the one in the game could be the issue.
