a big indicator for that is that the logs we encounter are from the early 20th century, around the time of the moon landing, whereas the time we play in is WAY in the future, in the year 2200 or something, so while back then they used heavy contracts to force debtors into dangerous work, "nowadays" we use... less voluntary people.
this also explains the bright orange suits you wear by default, as those are reminiscent of prisoner's jumpsuits, as well as the fact that there is no way to actually survive this job, due to the ever rising quota, which at one point gets so high, that even if you get every little thing from titan on every single day, you will still be unable to fulfill the quota.
but to be really sure, we'd have to wait and see for future updates which might add more lore to this game
