Do monsters respawn when you kill them.

Not necessarily respawn, but do maps have a certain number of monsters that is allowed to spawn and it will keep spawning until it reaches that threshold.

It's a fixed number and it sets an hour/min they spawn. So Experimental might only have like 8 monsters inside, 4 outside where as someplace like Titan might have 24 inside 6 outside

they won't respawn, if you beat down a hoarder bug, or Spider or w/e. However I'm not sure about sand worms as I felt like even if we juked a few of them, there was always more later

So say there is 8 inside and kill 3 does it spawn 3 more in the next hour? Or will it still be 5 inside?

Inside the buildings the monsters will spawn from closed vents on the walls, if the vent is open then something has spawned and nothing will spawn from that vent anymore. If you kill them the vent still won't spawn anything else.

I don't know how it works outside, the eyeless dogs and tree guards just spawn out of the ground and I assume it's somewhat random how many you get.
