Unlike W11's long list of bloat and problems, W7 is perfectly fine. It just ""can't run"" DX12 because Microsoft explicitly wrote code to stop W7 from running DX12 games. There's some DX12 games that have fan patches that works around.
That being said, yes. The game runs perfectly fine on W7 because it runs on DX11. Based devs not bending over for Microsoft.
It's not that bold of an assumption to say that most games will work even on older, unsupported Windows versions. Even in the case of APIs that are completely unimplemented, they can still be replaced with something else. As an example, DX12 can run on Windows 7/8, and even on MacOS and Linux via VKD3D.
Also, I don't run Windows 8.1 as a daily driver, and I don't even run it on my actual hardware, I use a VM with GPU passthrough. My daily driver is Linux, and I use Windows 11/8.1 VMs depending on my needs. I don't favor one over the other, they all have their own unique benefits, and Windows 8.1 just happens to work well for this game specifically.
