It's impossible to reach the place where the sword has fallen unless you get the Sandals from Uranus first. In this way you'll get double jump for Pampas, and thus you'll reach the top of the back tower (listen the legend told by Athena as well, it will give you a clue about where you have to jump in a certain, specific place).

To make things perfectly clear:
Climb the tower on the RIGHT side (kill all enemies to spawn a ladder).
Jump down to the left and land on the moving floating platform.
Go all the way to the left (where there's a shooting green enemy).
There, climb up.
