need help with hua qingqing

i already saved their nest from attack by the burau, and i already can recruit the nest boss, but i still cannot marry hua qingqing, when i take her to marriage shrine, she always told me that she only think i as her brother..

The casino woman is married differently. You need negative relations with Duke Qi and then when you're traveling the map an event happens. After the event, if she's still alive and with you, she automatically bonds with you.

to marry hua quin quin u need steal skill lv3 and persuade lv3 (easier if u max this skill last run)

can i recruit Hua if im already in the old man sect? the guide said in need to join her sect first if i want to recruit her. so am i locked out of her?

also how can i raise steal to lvl 3?? this takes forever to level so high if i can even find enough npc...

If you want to stay in the old man's sect then yeah you're locked out of her unless you leave the old man's sect and to raise steal lvl you can purchase books that provide exp from the sect store and you can also learn it to the sect leader of swallow nest.
