The police sect gives a blue blade manual when you join and there's 2 characters in the main building that give you stuff when you request. I think at least one of them is a purple blade manual.
The leader of the Tiger Escorts is a companion blade user. If you recruit her you get a purple blade manual.
How the game expect me to level Blade to 200? There is simply not enough manual even if I learn no defenses
There's a trait you can take when you make a character that will give you 2x as much weapon stats from manuals, if you take that and do the old man sect and learn all his manuals, you'll reach 200 in every weapon except throwing.
It's TECHNICALLY possible to acquire Blade 200 even without the 2x trait, even if I question the effort needed versus what you get out of it.
Consider the following pure theorycrafting: I don't advise following it.
I'll mention arts by name - check the wiki that has already been linked for the locations.
Anyway, 2 legendaries are Blade 74 on their own - everyone can get Archdemon Blade (Only keep this if you're enough of a terrible person for it to be worth it) and Demonic Circle Blade. Getting the other two will make things easier, but they're less universal: one of them is not on the wiki and requires you to do the whole Water Bandits storyline (and comes with a Legendary Internal as well), while the other requires you to side with the Yan.
I'll keep going assuming you only have two Legendaries, have no +Blade traits and have read no +Blade books (why would you do this to yourself?)
So you'll need 126 more points or less - that's 6 Epics: it even leaves room for one whole internal.
Pick your choice from the list in the wiki, I'd go with Ox Killer Blade, Cruel Wolf Blade, Ruinous Star Blade, Empty Blade, Seven Spins Blade and Thunder Blade (I think you get it even if you recruit Han Hongyu instead of killing her). You can replace any one of the epics with two blue ones and still get to Blade 200 from 0 with 9 slots used instead of 8.
This is, clearly, a crappy build to actually play so you'd have to reset a whole bunch of things after unlocking the achievement - but the resources are there.
