Anyone know how to marry her? I did her quest successfully and have 100 relationship points but if I go to the marriage shrine she says no way.

because she already have the tag "fate" just like the escort sect leader when you done their quest, they are basically your waifu already.

She doesn't have the fate tag for me, was winning all the money and then beating the fight not the right way to do her quest?

First you need to do her quest and invite her. Then you need high fame. Then you need to side with Fang, or Ji's rival. I think I did this by accepting his hero card but I also married his sister so it might be that. Then while traveling on the map a random encounter will occur where she says she was hired by Ji to kill you and you have to fight her. Then I think I remember you get a choice to kill her or spare her, but if that's right obviously spare her. Then some of Ji's forces arrive to attack you both and you have the choice to defend her or run off. Pick to defend her. Then some conversation happens and she gets the fate tag.

Ok awesome thanks, but who are Fang and Ji, or where do I start that quest?

The two dukes have a quest line after the death of the emperor, Kang is the duke in LinAn with a marriageable daughter, and Qi is the duke in DaLiang. You will need 8+ fame for everything to happen.
