Grocery store merchants sell blue tool recipes. The trader in Nameless Village will sell legendary tool recipes for gathering skills you've maxed if you get his opinion up to 100 and you buy 5 of each legendary tool from him. Cosmetic gift merchants, the one in buildings, will sell cosmetic recipes that give a ton of xp but the ingredients aren't easy to get.
