You can get screwed, but here's some tips to save ammo:
1. Don't shoot open padlocks. Bricks will break them silently open.
2. Don't shoot the monster. If you MUST scare it off, try using molotovs instead to cut it off in a narrow hallway, and run.
3. Don't use your gun to set off explosive barrels. Try moltovs or just use a grenade instead. Ironically, you get more of those than bullets, from my experience.
I've only found like, 8 total bullets in 8 hours, so it's not just you.
generally, you get more grenades more than bullets, if you don't trigger all traps and carefully disarm them, that means you may practice scare off the beast with those grenades, it will be great help in all difficulties.
Not for "some reason" its for replayability and the lock codes are obiously randomized so that not a stupid "guide" on the net lets somebody open all lockers at the start of the game, its pretty obvious why its that way.
And on normal that is absolutle no need to follow your advice with the bricks at all. Use them if you find them but do not stress yourself to never be loud. But yes on #2 do not waste them on the monster, rather reload or maybe scare it one time with a bullet if you have to but try to avoid shooting it.
#3 I found a 2 fuel bottles in my entire playthrough, one I used in the generator, the other I never used, again its perfectly fine to use bullets on normal, I guess there are less on hard.
I bascially had long periods of just one or 2 bullets in the game. I basically never used them to scare the beast away and played so I never came out near me or I just straigh up died and reloaded, Used some bullets to kill locks and shoot a ffew explosive barrels, not had any bullet issues on normal, was pretty balanced. I got no patience for looking for bricks. I just got lound at times and moved away, the beast searches near the sound, there is really no need to be that cautious of it, the bricks are ♥♥♥♥♥♥♥ hard to find and they even break after you kill 1 or 2 doors with it. I mostly used granades or barrels to open doors, works perferly fine on normal, still had a full revolver in the end.
Bullets are highly rare, I mostly only used them if running wasn't an option or if I had to very quickly smash a lock.
I suppose it makes sense, in a tight narrow bunker, Grenades are probably worse to use against the beast. (You have a short timer before they go off and they can hurt/kill you)
Bullets are probably more rare due to this, you can use one quicker and with no risk of self-damage, the few times I've used bullets against the beast, it was in situations were I would not have been able to use a grenade. (Aside from MAYBE the Petrol Bomb.)
This might also technically be relatively realistic? Since Rifles are far more common than Revolvers. (Though of course, there is a silly game logic thing of "Why doesn't Henri find what should be the most common weapon in the bunker.", not saying the game is bad but it is kinda amusing.)
