Performance Issues

So I played this game around the time of release and had a blast with it, got all achievements and everything. Then they updated it with the new modes but I never tried them out, until now.

I decided to booted it up again, only to find the game randomly stutters/slows down where it didn't before, even after adjusting various settings, and I've come here today to see if anyone may have an answer.

Some things to note;

• I'm playing using a recently (within the last 8 months) upgraded PC, with an RTX 3060. I believe the last time I played this game was before the upgrade was made, so it's possible it has caused the issue, I don't know.
  
• I usually have an Opera browser open in the background to listen to stuff while I play, however the issues still occur even after I close it down.
  
• I've read what other discussions/forums have to say on this issue, and a common theme is the game using your machine's integrated CPU instead of GPU. So I followed their advice and used the Window's Graphics Settings to "prefer" the game as High Performance, however this hasn't yielded any tangible results, as the game still stutters.
  
• I don't have this issue with any other game I have tried

I'm not that literate when it comes to PC configuration so any advice is welcome.

Edit: It appears that running at 120 FPS reduces the severity of the stuttering when it occurs, but not the likelihood of it occurring. It seemingly occurs randomly, even in menus. It may have something to do with the drivers, I'm not sure

A quick update, it seems the 120 FPS setting is at least partially responsible. Playing in Borderless with 60 FPS seems to work fine
