Are there more fuses than fuse boxes? First shellshocked run

Currently doing my first shellshocked run, I've had a few setbacks but it's mostly going well. The arsenal was unfortunately the area that wound up already having a fuse, however I didn't have to look too hard to find fuses. Got one in maintnenance in the foreman's office which I promptly used to loot soldiers quarter, I found a second fuse in the radio room which I used on maintenance to get to the fuel storage, and during that trip I found a 3rd fuse for the prison.

4/4 areas powered, all is well. Except while trying to get the cutters, I triggered a trap, so I left the prison and went back to the quarters trying to see f there was any loot left behind, might as well since the stalker was preventing me from progressing in the prison. Well I found a 4th fuse, or 5th fuse technically if you count arsenal being powered from the start.

Does the game spawn in 4 fuses regardless of how many sublevels start powered to ensure you can power all 4 areas if you start with 0 sub levels pre powered? Or is there a secret 5th fuse box somewhere I've completely missed?

I don't recall the tunnels having any electricals beyond the pump in the flooded room from my previous playhroughs so I'm very confused by this extra fuse. I haven't heard of a mechanic where a fuse can be consumed by some kind of power surge either.

Even when setting the amount of resources to the bare minimum and making none of the fuse boxes have a pre-set fuse, i've always managed to find at least enough fuses to activate them all.
And Shellshocked mode doesn't set the settings that low.
So i figure yes: There would be more than needed.
