All that'll change are particles and some animations.
Actually in every world this improves performance. When you are asking the game thread to do half the calculations per second (60 -> 30 or 120 -> 60), you are leaving headroom for hiccups or strenuous draw calls that may be happening. Now you can not like those options and I understand that, but it does improve performance to lower the FPS, just at a certain point you lose fidelity and the game feels less smooth because of it.
Personally 60fps is fine for me, that's what console games are locked to for the PS5, on PC ya if I can go to 90-120, that's great but I rarely tell a difference.
