At a certain point in the game gasoline becomes a non-issue .
I'm obviously not going to overreact and say the game is bad, but it does seem like a weird oversight, since it's such an obvious thing to try.
I do think it's at least a sandbox *relatively* compared to most of the Survival Horror games out there.

Can confirm, I used a fuel tank, a bottle and a flare to dispatch of some rats and the body they were snacking on.
