Regardless of how it's done, the main criteria for a body being burnt are that, first, the fuel for the fire needs to be close to/on the body, and second, the fuel needs to be ignited. Technically you can do this by pouring gas onto the body/throwing a fuel bottle at it before then shooting the fuel puddle or using the lighter on it to ignite it. The best way to do this, though, is to make petrol bombs (Fuel + cloth + bottle, there's also a certain room that has a giant fuel tank which permits you access to a readily available & infinite supply of petrol, you'll know it when you see it) and then toss them at the body from a safe distance.
Killing the rats by burning them may also work in the short term, but the important thing to remember is that the body itself has to be burnt to get the rats to stop coming back to it. Once the body is burnt, it'll permanently be rat-free.
