where to use bolt cutters?

I just got the the bolt cutters and as far as I know all I need the is the detonation key but I can't find where to go, I found an area in arsenal that leads to a place labeled tunnels but the problem is completely blocked off, I tried using a grenade to blow the metal box out of the which worked but then there is a wood plank that doesn't budge in my way. Am I meant to go there?
