I didn't see it in the games settings when i looked it up myself.
I do think you could run it. Your processor has an 3.4 GHz speed. Your graphics card is good enough for the 'Recommended'. But I am worried about the RAM speed. I don't know how fast it should be sooo..... ¯\_(ツ)_/¯
But overall, I don't think it will really slow down your game that much and I am pretty sure you can run the game decently. The game doesn't require the latest pc build.

I did find a review that talks about the Steam Deck Performance. It says that he/she used FSR Scaling Filter Sharpness 0 (witch gives a smoother but potentially slightly softer image).
I don't know if that only applies to SteamOS (probably does, idk).
I didn't find anything else. I never heard of FSR before so i am just learning about this 😂.

first part of the game when youre still outside it runs kinda meh but once youre inside i get 55-60 fps on lowest settings you should be able to run this easily just dont try to max everything out :D
Your specs are more than enough for the game.
You'll "only" have 60 fps, because the engine has a hard cap for it.
But also I run on Ubuntu - bloated Windows 11 will surely slow it down if you go that route.

What settings do I turn off to get better frames?
With fullscreen mode and adaptive vsync and 1080p 60fps cap game can maintain 60fps on max settings on above rig installed on SSD even during explosions and such.
Expection is when first time loading a zone(likely spawns random stuff)and the final scene is sub 60fps for a little while.
That said I had to force"high perfomance"cause the game did not detect my GPU.
Game does NOT have FSR.
It does have dynamic resolution and internal res scaler did not use any of them,
