dogs not getting blinded by flashlight

so im on the level with the electricity rooms and it says to flash the dogs with the flash light but it only works once and the rest of the time it doesnt work after. i looked it up on youtube and for them they were able to flash the dog multiple times within a matter of seconds. does anyone know any reason why?

single player is just like hard mode and in hard mode the dogs can only be flashed once

single player is actually only like normal mode cause when i played single player i was able to flash the hound 3 times and it ran away

usually that depends on the difficulty (if on multiplayer) if your on hard or nightmare you can only stun the hound 1 time but on normal or easy you can stun the hound 3 times and it will run away not sure if your doing actual single player cause if you are it's prob a bug but if your doing something like solo on a multiplayer hard mode Game then it makes sense
