You are correct the intros and pre match cutscenes in 2K22 as of the 1.20 patch are still capped at 30fps. Someone else in another topic tried to say the entrances were at 60fps so I tested it with 2 different FPS Counters going and posted pictures showing they are still capped.

It has nothing to do with cross play.
Why is crossplay important? because the pc player base is tiny compared to the console install base. crossplay ensures that you will be able to find online matches with ease years after the game came out.
That and you can play with your friends on other platforms.
Well, the servers are likely to go down in 2024 at some point, but still...
since the ps4 and xbox 1 days devs have demonstrated cross play is as easy as turning a switch on. even in the time when playstation was actively denying that happened.
ever since that moment playstation caved and we got cross play in all titles that allowed it.

and this is not new to WWE. WWE 2k battlegrounds had crossplay. (2020 title)
So why should it not be expected in 2023?
I am with you on the expectations. Unfortunately, it isn't there though. As for the difficulty, I meant that if cross-play between PC and PS4 becomes a thing then how do you make it happen between PC and PS5. The PS4 and PS5 versions are their own, distinct from each other. The PC version can match either or but not both. The way 2K games have bugs it can end up matching neither and be a version of its own. The thing between Sony and Microsoft is purely corporate battle and has nothing to do with technology limitations. Those are IT giants. No, they are conglomerates. They can make it happen between them and they made it happen eventually. 2K as a developer can do it between PS and Xbox. Between Mac and Windows or between Windows with PS/Xbox - I honestly doubt, especially with the way things are with them.

lag? matchmaking based on latency. (region based)
exploits? (fix the game code)
everyone using the best player? (balance the game)
people to good to play against? (add a random lobby and a ranked lobby.)
giving people the option to play without or with skill based matchmaking.
But yeah to your merit, cross-play is primarily about multiplayer. What other value does t add anyway as long as no platform has exclusive content for it
