mmm, I don't undertand you. Game is running on DX12, yes. But I have only two options; Fullscreen (can't change resolution) and windowed (can change res but is not fullscreen).
Not easy to do on an AMD GPU. And i don't find the config file.
It's not bugged but intended and expected behavior because, currently, this game only supports and allows windowed or borderless-windowed display presentation modes (regardless of how they miss-labeled the latter mode as Full-screen in the game settings).
But why? Literally every other game allows you have a proper full screen mode and change resolution? I have never had this problem in ANY other game.
Also I said buggered not bugged. A subtle but important difference ;o)
It's a developer decision, you should ask them why. There are other DirectX 12 games that also features the same display modes (borderless windowed -here miss-labeled as fullscreen- and windowed only). If you give a few minutes I can share a controversial and popular example of this pattern.

You can find more example if you Google a bit about the topic. Most average gamers are a bit lost about the technical details of the DXGI display presentation models and some developers doesn't help to clarify this matter when misslabelling the available display modes in the game settings.
UPDATE: Dead by Daylight is another good example. It supports DX12 and DX11 and only features windowed and borderless windowed display modes: the fullscreen mode is borderless windowed.

Apprently its a error. It says fullscreen, but it means borderless window.
