not against fullscreen exclusive everyone has there own reasons for their preference.
Im not a tech guy, so who knows if Borderless > Fullscreen.
Like the only time I personally use it is when games don't offer built-in supersampling options or don't provide supersampling options in photo mode. Pretty sure at least one of those things are solved in this port.
This sounds like something else entirely. I've used a G-Sync display with a non-G-Sync display running at a different (lower) refresh rate since ~2015, and with borderless window mode exclusively since ~2017 and have never run into an issue like what you're describing.

What about the stuttering issue that are affecting RTX 2000 series and some AMD GPU's game has been stuttering for a while now
When the stuttering issue will be finally adressed?

It seems to be a relatively esoteric topic even among more tech savvy gamers. Hell even many game developers seemed to be clueless about it considering how much Legacy Borderless we've seen despite Flip model being out for a while now.
Part of the reason is that people simply don't seem to know about it.
