How to remove film grain?
There is film grain around where shadows are supposed to be, even with 0.00 film grain. Is it a graphic setting or just a bug on low settings.

Set the AA to Filmic SMAA or or ever that should help.

Yeah, I noticed that fuzziness as well. I would love to know how to fix it since it looks very distracting when aiming

It's just the awful way they do ambient occlusion then use terrible post processing AA methods to try to hide it by smudging the image. Modern gaming..
