Anyone know how to get Nvidia Image Scaling to work with the game?

I saw some people recommending to turn NIS on to get sharper image with improved performance, but when I play the game with 1440p or 4k res, the NIS overlay color is blue, which is just sharpening the image without scaling. Tried windowed, borderless, fullscreen, still blue, never green.

So far with the NIS turned on, 1080p looks pretty crisp instead of the blurry looks the game have without NIS enabled on my rig.
