i put it in a river on first map, it needs to be all the way in water.

It seems that one of the criteria is that there are fish that the player can grab themselves nearby in the water. Here is what I've found so far:

The river on the first map has 2 different fish that can be obtained depending where you place the boat (upper river by the town / down river east side of map).

On the second map, in the water by the first camp (much of the southern beach can be fished at but they are all the same fish).

On the third map, there is a river that can be fished at from the large field on the west side of the map (this river has 2 different fish, the boat will reward the fish the same way as the shrines for ore or veggies).

I couldn't find anyplace on the fourth map that wasn't frozen over.

Any body of water where you can see and catch fish

The first map you can put any water area with frogs. I put it near big Sakura tree, there's a river with frogs I put it there, it's the safe area no komonoes passing by.
The beach map you can put at the start camp.
The third map (sporetail, tiger map) you can put on water near open yellow field and under the broken red bridge area.
You can't fishing in Snow and Minato map.
