If you have Bitdefender TURN THIS OPTION OFF...
So the latest patch didn't resolve the annoying stuttering slow motion issue.. so in desperation I spent hours reading multiple suggestions and none of them worked for me and I'm currently running an RTX 2060 Super. So later on I ended up toying around with the options under Bitdefender and turned off Advanced Threat Defense under the Protection option and now the game runs well at 60 FPS and I don't even have to switch to the 5.1/7.1 audio option that worked for many. Hope this helps out!

What is BitDefender, please? Is this a Windows setting somewhere, or an Nvidia setting? I don't know what BitDefender is. Sorry for being lame.

If you don't know what it is, you probably don't have it. It is an Anti-Virus software.

Lol bit defender is the window's defender program, everyone has it, if they have a legitimate copy of windows and aren't using windows 7.

Bitdefender is a software you have to buy. Not everyone have it.

Ok. One of you says it's part of Windows, and one of you says it's 3rd party software that you have to buy. I'll Google it and figure it out. Thanks!

I added the .exe to the exception's list and it fixed it.

how did you add this to exceptions?
open the BitDefender interface, go to "Protection", click "open" under "Advanced Threat Defense", click on the "settings" tab, then "Manage exceptions" click on "Add an Exception", browse for the .exe file ( D:\SteamLibrary\steamapps\common\WILD HEARTS\00_game\target_origin\ex ) turn on all three switches then "save" and it should work.
