Could also be the Lirimar region, meaning he needs to head to the Warrior's Village. Reconnaisance groups are common to all three of those story beats.

Anyway...OP: the one thing about Suikoden (and one of the reasons 1 remains a special one in history) is that it encourages you to explore.
So...explore. Don't be afraid to explore the world. You'll find that you stumble across things that advance the story; but you can never really get out of bounds.
