It seems they had to (cookie) cut some corners. In the product so far, it's only voices for the intro/prologue. The devs are hoping to add voice acting for throughout the game if sales are good.
I can imagine people frowning upon this or finding it weird. So i can see some people saying "Either not at all or go all-in, don't go a weird middle route" (regardless of what they may think of the quality of the voice acting).
I'm a bit bothered by it myself, but it doesn't break anything. I've got an idea of what some key characters sound like, but i am still hoping for good sales for CC to have voice acting added in. Be it for key moments or characters, but preferably fully throughout.
And also a separate slider for character voices in the options menu.
Can you confirm that resetting your volume sliders doesn't impact this behavior at all? Not sure what would've changed between your first time playing it and the new save file other than that. Thank you for reporting this to us
Actually Salems VO didnt do too bad a job.
