Radio Free Monarch Sanjar Bug
Has anyone ever had a bug on this quest where Sanjar simply doesn't spawn in when you need to speak to him about stopping his radio broadcasts? I'm literally at a wall, I can't progress the game because of this and have done all the quests up to this point, but no matter where I look I can't find Sanjar. The quest marker is where he normally should be but he just won't spawn.

I've played the original version of the game so I know how the quest line should work and I know he should be here but the Spacer's choice edition has really messed this up I think. Anyone had this experience before?

I don't have a solution. But I am in the same exact boat. I have found recent post in other locations about this, that were added to 4 year old posts on issues around this mission. As it's a main one, how are we supposed to advance the game. I'm about ready to abort the game completely, which is sad.

Same here. Bought the Spacer's Choice edition two weeks ago and can't progress (after investing 35 hours) because I cannot finish the main quest "Radio Free Monarch".

Never actually met Sanjar - he never was in the MSI building. Can't find him anywhere. Also never met Zora. Graham seems to talk to her the first time I encounter him in Amber Heights but she is nowhere to be seen. I just hear her talking but she is not there. When I try to talk to Graham, he simply does not want to talk to me because he is sad "after Zora's death". Uhm, what? AM I not meant to play a whole series of sidequests with her and Graham? This game is a broken mess. Obsidian has a history for buggy games but this trainwreck is truly next level. Last Obsidian game I will touch for a long time.

I got the game in the humble sale too, and Sanjar was there for me, did you go say hi to him when you first landed on monarch or wasn't he there even at that stage?

Zora goes to the building next door to graham after you first talk to graham.

Sanjar was not in the MSI building the first time I visited Monarch. And Zora was not in the building next to Graham when I first went to Amber Heights. As I said: I couldn't even talk to Graham, because the first time I tried that, he just refused to talk because of Zora's recent death. I guess it's because I explored a lot of the map from the Cascadia landing pad before bothering to engage in the main quest again. This seems to have mixed things up and triggered a whole series of bugs.

Everything you said is exactly how I did it. It played out the same for me. Both dead and no one will talk.

I recently found a weird other detail with Sanjar, sometimes he can be found outside the North exit to Stellar Bay past the bridge then immediately to the right with a MSI soldier next to a small ship, its to strange to see him outside the walls like that, but he doesn't progress any quests while he's out there, so strange.
I managed to "resolve" my issue by completely restarting my playthrough from scratch :( if you can call that resolved.

Yeah, that is super weird. I think that is what i'll have to do also. Just taking a break to calm down I guess.

This is a couple months old but I hate to inform you guys that Sanjar is actually dead. I can't remember where I found him, but I was exploring around even before this quest came up and came across a body in some church. It was Sanjar something. I didn't think much of it at first. I found it weird since proper names to NPCs usually means there's dialogue involved, instead of coming across some dead rando. If I find the corpse again, I'll post the location. If anyone would still be interested.

That'd be the church where Sanjar and Zora are supposed to have their peace negotiation towards the end of the main quest line on Monarch. It's the only church on the planet. Just saw a video on Reddit of a bugged negotiation with multiple Zoras, so yeah, it looks like they didn't test that quest enough. Safest to keep a manual save before going to Monarch, just in case. Dodged that bullet in my own playthrough.

Same problem with the Epic Games free version i got. Just discovered this No Sanjar bug and i cant proceed in the game without him. Amazing game i must say but not being able to complete it really sucks.

I’m having a similar issue where Sanjar is in Stellar Bay. I’ve completed all his tasks for radio free Monarch but the game is still prompting me to speak with him. I have explored all the dialogue options. I guess I might have to restart? So frustrating.
I stopped playing the game after this as research online shows it was a bug that was never fixed. Fortunately I got it free on Epic. Great game though till that part.

I tried a second time with about the same results. Both Steam and Epic. I cant bring myself to try a third time. Disappointing...

You are probably here because you got stuck on the Radio Free Monarch quest due to the npc, Sanjar, missing with nowhere to be found. You’re stuck, and likely googled how to fix it just like I did, and found no fixes or workarounds… until now! This guide will get you through Radio Free Monarch, and spit you out right at the next main story line quest!

This will involve downloading software, utilizing console commands, and starting an alternate story line to cheat our way through the glitched quest.

TL;DR: Download UUU (Universal Unreal Engine 4 Unlocker) to get access to console commands. Run the game, enable UUU, and look up console commands that you can use in game to start and complete quests. Use the Outer Worlds Wiki to determine which quests need to be started/completed (including side quests) to pick up the main story line after Radio Free Monarch. The next main quest, The City and the Stars, can’t be accessed without getting to Byzantium first. The only way to do that is by starting the alternate storyline by turning Phineas Welles into Udom Bedford if you haven’t already. Once you are in Byzantium, you can take the elevator down to the lower level, and resume the main quest line like normal!

I actually believe that it would be possible to clear the quest if one would be able to trigger this event and then relieve Sanjar of his quantum problem while doing the same with the other one. Can’t remember his name but I was able to trigger his part of the quest as complete after killing him.
