Actually, you need to add those files to Win64, for example:
D:\Steam\steamapps\common\The Outer Worlds Spacer's Choice\Indiana\Binaries\Win64

I often find that DLSS screenshots look worse than what I'm seeing during gameplay. It's like it's not the same rendering at all. In games with both DLSS and FSR, the former always looks better during gameplay.

No idea about this mod. I won't put unsigned dlls of unknown provenance on my system.
