Why Did They Not Add A Flashlight To The Game ???
Some parts of this game are beyond dark and a flashlight is just a common thing to have in a really really dark game, adds to realism and atmosphere, what a total dumb oversight not putting one in, for a good half an hour i just spent stumbling around in the dark and could not see jack.

I assume you were playing CP77 with RT or PT enabled? They overly darken the game which implies they were technologies added as an afterthought. The game was built to be played without RT/PT(those are just tech demos).
I don't know what those things are, or if I used them. But it was on my Steam Deck, so maybe not, if it would tax the graphics card too much?

Ill give you a tiny spoiler, in phantom liberty at one point you get given a suit to use which has a flashlight on so its not as if they do not have a working flashlight programmed into the game, after you have used it however for that mission the flashlight stops working !!!.
I played the game for 300 hours, did every side job I could, including cyberpsychos and NCPD hustles. Because I really like the cyberpunk genre. Even did the secret ending, though not successfully. Procrastinated long enough for the patch to auto-update and respec my character, and now I'm not going back. Because I never learned to enjoy the game. Doesn't surprise me that they would troll with a flashlight like that. I regret my usage of time. Sometimes it is better to not do something and imagine all the cool stuff I might have missed out on, than to dive deep and find nothing.

Anyway, in Edgewater I found a Spacer's Choice mining helmet, which kept the light, at least visually. No actual light being emitted though. Gave me an achievement for being all decked out in Spacer's Choice equipment though (4 weapons + 2 clothing). Hooray!

Only way to to use a flashlight seems to be using a mod or reshade tool. Unfortunatly the mod/modloader only works with DX11 Version of the game, so no Spacer´s Choice support. If it did i would really like to know how^^

Alternative you can install reshade https://reshade.me/ and using the flashlight filter. Doesn´t look the same good as the mod, but maybe better then nothing. Might be that you have to adjust the filtersettings a bit and you have to manually set a key for it.

Because it's not been like that in release version. Spacer Choice change lightning a lot.

Humans without visual impairment have scotopic or night vision. In real life, a human needs to wait about 30 minutes in the dark without a flashlight before they can see in the dark. In the game, you can simulate this by increasing the gamma in a dark environment.

Well a white-light flashlight will only allow you to see in one direction. Whereas a red-light flashlight will maintain night vision so you can also see around you which can be more useful depending on the situation. Different types of flashlights, including ultraviolet flashlights, is perhaps something that can be added to the upcoming Outer Worlds 2.

Whichever of those options would of been grand :), just to have it on your chest or shoulder maybe, some people say it takes away from the atmosphere but in a dark room with a small light area infront of you i think makes it equally as atmospheric.

This is a good question, when some planets do get quite dark at night especially during a weather event, and that some hats imply they should have a functional headlamp.
