I missed the mime in lumire too.
Once you fight her you will get an item that uncaps your damage limit which gives you a much easier time doing all the side content.
You will want the side content rewards for NG+ because it will be harder than the first run through and you will need all the boosts you can get for example the pictos and weapons.
However, as far as I know there is no real changes to the story, it's only replaying the game in a harder difficulty, so only do NG+ if you want to play it again from the perspective of knowing everything about why what is happening is going on and who is doing what.
It makes the game have a lot of Ah Ha! moments when you play it again knowing what everything is about.
You don't need to NG+ ...
I was like you, I didn't even know there was a mime in the starting Lumiere area till much later. I simply just started a fresh new game/save, killed the mime for the achieve and then deleted the save.
the drops seem to scale to your level to some extend at least.
you will have a hard time to finish things at that time in NG+
act3 NG+ on side boss like tower, clea, chroma boss, I'm not sure if defense and healt has still an importance.
but except that I start at 90 and it was a plaisant walk
I was 91 before the final area and just grinded something to get to 99.
