Painted Power
I saw a video and it said that you can use painted power on any user. How do I unlock this for all charachter?

Same as other pictos. Win 4 battles with it equipped, then select it using your lumina points for other characters.

Equip Picos on a character and win a battle 4 times with them in the party.
That will learn it as Luminas and you can now equip it as Luminas on the rest of the characters.
