If you can parry everything there are only like two reasons not to do it and that is to avoid a counter attack because it would heal the enemy or because it would consume a mark that you still need. Other than that, if you can parry everything, do it.

Dodging also has a more lenient window (about double the window of a parry) so it can be safer to learn patterns with dodges.
The biggest reason is that Dodging is easier than parrying, so it's useful when you're not familiar with an enemy's parry timings.
There are also a bunch of Luminas that reward dodging over parrying.
Slightly more consistent than Parry if you haven't perfected the timing.
Dodging has a more lenient window, Parry allows you to counter attack (if you parry all hits). Not all attacks can be parried.
Beyond that it'll depend on how you build out your characters - you can skew towards dodge, you can skew towards parry and there's even viable builds for face tanking hits.

What attacks can't be parried but dodged?

I only dodge if my character has a weapon that would heal the enemy if the parry is successful.
exact values

Dodge: 0.35/0.22/0.22
Parry: 0.25/0.15/0.15
You want to dodge if you are not sure you can hit the parry window.

If you see an enemy for the first time or still don’t get the timing then dodge.
Dodge has about 50% wider window but that leads to being about 2x easier.

Sure, parry is OP and many times stronger than dodge but it’s worthless if you miss it.
So, prioritise not getting hit first and then you can parry with about half of the success rate.
But most people will gamble with parry. It’s too rewarding and satisfying.

You can parry 100% of all the attacks, so there's no need to dodge.... And then you woke up.
later on you can combine the pictos that let you:
take 30% less damage but consume 1 AP per hit
receive 1 AP per hit but remove AP on parry
receive 1 AP on dodge

to give yourself a sizable defense boost for little downside, can still fish for ripostes if you want you just wont get ap from parry

It's not as great. It's 1AP per round for perfect dodge when adding 1AP for parry will give 2AP per every hit in a combo. So it can easily give 9AP for a single parried combo. Plus heal and damage to the enemy.

But again, it's all worthless if you miss it. Dodge being much easier and still giving 100% damage reduction is the biggest advantage.
If you can parry everything then go for it.
Dodging just has what feels like slightly better frames and it recovers faster, so if you are unsure about enemy attack patterns you can kinda spam dodge faster.

The delay when missing a parry compared to dodging is pretty noticable in my opinion.
There's an optional boss in the game (Clea) which will recommend almost 100% parry success to kill. She will summon all the creatures you encountered before, so it's best to practice parry from the start because it also will trigger the strong counterattack when succesful.
