so TLDR best thing to do is figure out your weapon early you want to use and invest in it as leveling weapons increases scaling rank and has huge power gains every level and the resource is scarce in the early game and build your stats off that weapon. Most characters best weapon ( depending on build you wanna play I guess ) can be found in Act 1 with a couple late game exceptions.
That being said, likely the most inflexible is Gustav early. I built him like a tank with vitality and defense, but he really only has a couple okay-ish support skills early on and a lot more focus on damage.
As another example, Lune has arguably the best healing access, but also has abilities that hit like freight trains as long as you crit.
And then Maelle is there with a fleet of team buff abilities and an actual functional taunt/martyr ability, something the other crew members lack, while also similarly having access to impactful damage.
So regardless of how you build your team, you can slot them into a role and the weapons allow you to get some damage scaling out of your stats so you aren't ever stuck with someone who just can't hit hard at all even if you don't invest all in on damage.
That being said, agility regardless of class is an appreciated stat. And theoretically you could just turn your whole team into tanks and find whatever weapon scales with both vitality and defense for each one and call it a day. That's probably the safest bet, but... also kinda boring, lol
i haven't used the dudes much, i'll build them next playthrough unless i need them later in this one idk.
