Even more you can also disable DOF with a console command " r.DepthOfFieldQuality=0" . There is a github some1 else posted enabling 60 fps and console Lyall/ClairObscurFix.
Game look 1000% cleaner, I dont get why every devs put this in games.
To open the console, press ² or tilde (~) above Tab at anypoint ingame. Then enter r.DepthOfFieldQuality=0. Just keep in mind that you'll need to re-enter this command every time you restart the game.
Disabling DOF really helps fix the hair smearing issue in cinematics, But I think the default in-game settings are already enough to get rid of the grainy look(Film grain+abberation ?)
You can also adjust sharpness through the console.
I think someone will probably make a proper guide or mod in the next few days to explain everything more in depth including permanent tweaks via engine.ini.
