Hi, did you manage to unlocked the 60 fps? I'm having the same issue no matter the settings i put on.
4k epic settings no issues, dlls quality, cap fps 60 and go.
Shadows set to high.
The fix that was posted before to get rid of the sharpening should also work to unlock the fps cap.
I didn't manage to continue playing so I couldn't test but I guess it should work.

You should also try the fix from Lyall posted before, it helps alot.
Also if you have an Nvidia Card updating DLSS Version and using a new preset helps additionally.
I also use the engine.ini tweaks from:

I additionally manually changed the tonemapper settings in the ini file to 0 as someone else in a earlier post suggested.
With these tweaks the game looks significantly better in my opinion :)

EDIT:
okay I fixed it somehow
I used the following (combined the suggestion of everyone here)
-Installed https://github.com/Lyall/ClairObscurFix (Having used his/her Metaphor fix i am familiar with his/her work)
-Updating DLSS to latest with DLSS swapper
-Downloading Ultimate Engine Tweaks (I used other versions of this mod also for other UE games so Im familiar again)
-Look at Engine.ini file from this mod and set r.Tonemapper.Sharpen=0
As for personal preference/hardware I'm using DLSS Quality. helps in performance and does not look much different than DLAA.
You know the mod already disables sharpening, right?
That's true, however in the config file from the fix it's mentioned that the sharpening can still be adjusted through tonemapper sharpening. So if the value in engine.ini is not set to 0 (which it isn't in the nexusmod file) it might still be partially enabled.
DLSS Quality seems even to be better as of now.
DLAA seems even to look worse for some reason. Forgot to mention that in my post before.
And for the tonemapper, it is actually twice in the engine.ini from nexus mods. In case you didn't notice and if you want to turn it off completely you may set it to 0 both times.
