The pre-order bonus is the ability to purchase a specific weapon early. The game was released over a year ago, so no, you won't get the "early" option, but yes, you'll still be able to get the weapon later in the game.

You will not get the pre-purchase rewards if you did not pre-purchase the game. The rewards are available to get in the game anyway, you just have to play a little while longer to unlock them.
